As more than 1,000 Mainland IT enterprises are equipped with "Computer Information System Integration Qualification Certification" (SQC), Mainland organizations have an increasing tendency to give priority to system integration enterprises with SQC of an appropriate level when they contract out system construction projects.
Owing to differences in business practices, Hong Kong enterprises may find certain difficulties when seeking SQC directly from Mainland authorities. The Office of the Government Chief Information Officer of the HKSAR Government and the Ministry of Information Industry have agreed on a series of arrangements (please refer to relevant announcements) under the framework of Closer Economic Partnership Arrangement Phase II (CEPA II) to allow Hong Kong enterprises to apply for SQC in order to make an important step towards the Mainland market.
Meanwhile, a Hong Kong-based intermediary assessment organization is needed. With its third-party position, relationship with Hong Kong and Mainland governments and industry, and relevant technological background, HKPC is well positioned to be an intermediary assessment organization to facilitate Hong Kong IT enterprises in entering the Mainland market.
