- recruitment strategy formulation for manpower planning, talent management for succession planning, and establishment of career development plans |

- training needs diagnosis (through focus groups and interviews), formulation of training plans and a training effectiveness measurement mechanism
- in-house training workshops tailored for different levels of staff |

Performance Appraisal System (PAS) Review:
- development of core competency models, integration of core competency models with the performance appraisal system, simulated exercises on new appraisal systems, and appraisal training for all levels of staff |
