HKPC launched the "Value Plus" initiative in December 1997 to provide one-stop services to Hong Kong industries. "Value Plus" addresses the needs of these nine sectors by providing professional services to help enhance the value-added content of their products and services.

As part of this initiative, nine corresponding HKPC Industry Groups were formed in 2004 with the mission of acting as effective platforms for marketing HKPC products & services to target industries. This initiative serves to direct the technical resources maintained under different Divisions across HKPC in accordance with the actual business needs of industries.

In ongoing communication with manufacturers and service suppliers, these Groups monitor industry needs and trends, and plan their services accordingly. They also disseminate industry news such as market and technology trends, as well as assess the performance of their respective industries. In addition, the Groups work together with industrialists, trade associations, R&D institutions, as well as the Governments of the HKSAR and Mainland, with the aim to enhance the competitiveness of the industries.
