(Hong Kong, 2 March 2026) — The Hong Kong Productivity Council (HKPC) congratulates the Innovation, Technology and Industry Bureau (ITIB) of the HKSAR Government on the successful public tender for the Sandy Ridge Data Facility Cluster site (Sandy Ridge site). This milestone will further strengthen Hong Kong's development in data and artificial intelligence (AI) and mark the beginning of the Northern Metropolis’ development. HKPC fully supports this strategic project and is confident that the successful construction of Sandy Ridge site will inject strong momentum into Hong Kong’s AI and I&T industries.
The Sandy Ridge site reflects strong strategic foresight, significantly enhancing Hong Kong’s digital and computing power infrastructure. Located at the heart of the Hong Kong–Shenzhen Boundary Control Points Economic Belt, it will attract technology and talent from Hong Kong, Shenzhen, and across the Greater Bay Area, fostering a powerful industry cluster and accelerating the growth of data and AI sectors. The development will further strengthen Hong Kong’s digital foundation and reinforce its role as a “super connector” between the Chinese Mainland and global markets, supporting the national “AI+” initiative and generating broader economic benefits for the region.
Hon Sunny TAN, Chairman of HKPC, stated, “The 2026–27 Budget underscores the full development of AI as a core industry and calls for a more proactive strategy and planning framework for AI advancement. As AI progress is intrinsically linked to computing power, a strong computing infrastructure serves as the critical engine for innovation and real-world applications. The planning of the Sandy Ridge site directly addresses the pressing industry demand for high-end data centres and advanced computing facilities. Once completed, it is expected to provide vital computing support to local universities, R&D centres, and AI-driven industries, playing a pivotal role in positioning Hong Kong as an international innovation and technology hub”.
As a market-oriented, international R&D organisation, HKPC previously hosted the “AI with HKPC” Smart AI Solutions Showcase Series, featuring over 100 solutions and attracting more than 5,000 participants. During the event, HKPC introduced the versatile AI platform “HKPC Picasso” and launched its “AI Governance and Testing Services” to help enterprises deploy AI efficiently while ensuring compliance.
HKPC will continue to leverage its expertise in advanced manufacturing, green technology, digital transformation, and talent training to fully support the Government's I&T Blueprint. We look forward to collaborating with future site operators and enterprises to accelerate AI adoption across industries, cultivate local tech talent, and transform the Sandy Ridge site into a powerful innovation engine driving high-quality growth for Hong Kong and the Greater Bay Area—ushering in Hong Kong’s own “Silicon Valley moment”.
