HKPC Published 2024-25 Annual Report Ushering in a New Era of Innovation with New Productive Forces

(Hong Kong, 14 November 2025) – The Hong Kong Productivity Council (HKPC) today published its 2024-25 Annual Report (Annual Report), which was tabled at the Legislative Council on 15 October 2025. Themed “Innovation · Green · New Productive Forces”, the Annual Report outlines HKPC’s continued close collaboration with the HKSAR Government to drive new productive forces and new industrialisation while supporting Hong Kong’s development as an international innovation and technology (I&T) centre. The Annual Report highlights HKPC’s achievements across seven key service areas, showcasing its strategies for innovation-driven technologies, professional training, and regional cooperation to help enterprises seize national development opportunities, enhance competitiveness, and achieve transformation and upgrading, contributing to Hong Kong’s high-quality economic development.

To align with the national and the HKSAR Government development strategies, HKPC actively responded to the goals set forth in the Two Sessions by leveraging innovative technologies to lead the development of new productive forces, promote new industrialisation, and help enterprises expand into international markets. Through applying advanced technology applications, nurturing FutureSkills talent, and utilising Government funding schemes, HKPC is committed to accelerating the adoption of new productive forces in Hong Kong and driving industries toward high-end, smart, and green development.

Some major highlights of the achievements of the reported years are as follows:

  • I&T: 
    • Kickstarted 157 new R&D projects, with over 90% of technological projects were commercialised;
    • Expanded HKPC’s research facilities, including the establishment of the Circularity Research Centre, Cybersecurity Zone, Future Manufacturing Hall, STEM Racing Engineering Lab, New Energy Hall, and “The Cradle – Go Global Service Centre”, bringing the total to 29 research, testing, and service centres;
  • New Industrialisation: Completed over 1,500 technology R&D projects, 25% year-on-year increase;
  • Go Global: Completed over 100 projects related to global expansion, over half of which involved professional testing, followed by manufacturing, technology development, business expansion, and sustainability initiatives;
  • SME Support:
    • “SME ReachOUT” served SMEs for over 16,800 times, nearly 20% year-on-year increase;
    • HKPC has approved around HK$3.1 billion of Government funding within the reported year to support SME development.

HKPC will fully seize this important opportunity, align with the HKSAR Government’s policies, and ensure R&D achievements take root in Hong Kong. We aim to accelerate the formation and growth of new productive forces uniquely suited to Hong Kong’s strengths, while integrating and serving the country’s overall development strategy.”

HKPC values future talent, together with HKPC Academy, we have delivered more than 1,000 FutureSkills training programmes, which attracted over 58,000 participants in total. Additionally, 168 TechED activities were held with more than 6,900 participants joining. In 2024, HKPC has carried on with hosting the annual internship programmes to foster international talent exchange and nurture I&T talent for Hong Kong.

As a trusted partner for SMEs, our “SME ReachOUT” served over 16,800 individuals from SMEs through consultation and diverse services; our “ESG One” has added over 1,000 new members and supporting organisations, and released the first “ESG One Scorecard”, providing industry guidance and suggestions for companies. As the secretariat for eight Government funding schemes, HKPC has approved around HK$3.1 billion of Government funding within the year to support SME development. In terms of intellectual property (IP), HKPC was recognised by the World Intellectual Property Organization (WIPO) and China National Intellectual Property Administration (CNIPA) as the first organisation in Hong Kong to establish the Hong Kong Technology and Innovation Support Centre (HKTISC). The centre is expected to commence operations by the end of this year, providing IP support services to SMEs and startups and reinforcing Hong Kong’s position as a regional IP trading centre.

Mr BUTT added, “HKPC will continue to help all sectors in Hong Kong seize opportunities, proactively align with the recommendations of the ‘15th Five-Year Plan,’ and leverage Hong Kong’s unique advantages under ‘One Country, Two Systems.’ By focusing on high-end, smart, green, and integrated industrial development, we aim to deepen the integration of technological innovation and industrial transformation. We will continue to accelerate the upgrade of traditional manufacturing industries with innovative technologies, while nurturing emerging industries such as artificial intelligence, low-altitude economy, new energy, and advanced materials. These efforts will accelerate the development of new productive forces, enhance efficiency, and contribute to significant progress in new industrialisation, fully supporting national strategies and the HKSAR Government’s policies.”
