"Mainland-Hong Kong I&T Cooperation Exchange" Successfully Concluded HKPC and CCPIT Join Forces to Harness Cross-Boundary I&T Strengths Unlock New Opportunities for Industry Collaboration

(Hong Kong, 24 June 2026) - During the Fourth China International Supply Chain Expo (CISCE), the “Mainland-Hong Kong Innovation and Technology Cooperation Exchange" was successfully held at the Beijing CISCE Convention Center on 23 June 2026. Jointly organised by the Hong Kong Productivity Council (HKPC) and the China Council for the Promotion of International Trade (CCPIT) Representative Office in Hong Kong, the event aligned with key national strategic priorities under the national 15th Five-Year Plan: positioning Hong Kong as an international innovation and technology centre, advancing high-level opening-up, accelerating the development of New Productive Forces, and strengthening the resilience and security of industrial and supply chains. The exchange brought together over 200 representatives from the government, industry, academia, research, and professional services sectors across both regions to assess Hong Kong’s strategic advantages, explore new models of collaboration, and map a practical pathway for the framework of “Hong Kong R&D, Mainland commercialisation, and global market outreach”.

Fostering Cross-Boundary Synergy under National Development Strategies
The event featured a distinguished line-up of speakers. Delivering the welcome remarks, Hon Sunny TAN, Chairman of HKPC, noted that the national 15th Five-Year Plan underscores strengthening industrial chain resilience and advancing international supply chain cooperation, presenting a major boost to deepen economic synergy between the Mainland and Hong Kong for high-quality growth ahead. He said that modern supply chain competitiveness is a comprehensive contest of manufacturing prowess, financial services, risk management, and alignment with international rules. He outlined HKPC’s successful practices advancing Mainland-Hong Kong innovation and technology (I&T) collaboration across enterprises Go-Global initiatives, “AI+” adoption, and talent development. He expressed hope that this exchange would connect stakeholders across government, industry, academia, research and investment; prioritise market-led, scenario-driven approaches; bridge the “last mile” between technology, industry and the market. By combining Hong Kong’s world-class I&T and professional services with the Mainland’s complete industrial ecosystem, a higher-level collaborative I&T ecosystem can be forged to enhance the nation's supply chain resilience and competitiveness.

Ms Lillian CHEONG, JP, Acting Secretary for Innovation, Technology and Industry of the HKSAR Government, said as the nation kicks off the 15th Five-Year Plan, Hong Kong is aligning with national strategies to formulate the city’s First Five-Year Plan. Amid the global shift toward digital, green, and cross-border supply chains, Hong Kong’s unique concentration of top-tier universities, international talent, vibrant capital markets, and professional expertise makes it the premier springboard for Mainland enterprises seeking technological upgrading and global expansion. She highlighted the accelerated rollout of key infrastructure—including the Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone, San Tin Technopole, and Sandy Ridge Data Facility Cluster—as catalysts for cross-boundary synergy. Positioned as an ideal hub for Mainland firms to set up global headquarters, R&D centres, and pilot-testing bases, Hong Kong will continue to advance the cross-border supply chain model of "Hong Kong R&D, Mainland production, and global market outreach".

Mr XIE Shaofeng, Chairman of the OpenAtom Foundation and former Chief Engineer of the Ministry of Industry and Information Technology, delivered a keynote speech titled "Co-construction, Sharing, and Win-Win: Open Source Accelerates the Development of Scientific and Technological Innovation". He identified open-source models as a powerful engine for technological and cross-border synergy. He explained that open-source ecosystems enable Hong Kong to act as a global connective hub, help enterprises scale market reach, and lower the technical barriers for developers. As the first national-level open-source foundation, OpenAtom plays a fourfold strategic role, serving as an incubator for projects, an accelerator for talent, a multiplier for enterprise growth, and a connector for wider industrial ecosystems. He affirmed the Foundation's commitment to deepening ties with institutions such as HKPC to accelerate cross-border technological innovation.

Mr Vincent MA, Chief Executive Officer of Hong Kong-Shenzhen Innovation and Technology Park Limited (HSITP), , said in his keynote speech: “HSITP enjoys the unique advantage of ‘One River, Two Banks; One Zone, Two Parks,’ and plays an important role in advancing innovation synergy between Hong Kong and Shenzhen and leveraging our complementary strengths. CISCE focuses on the integration and optimisation of industrial and supply chains. or the I&T sector, the flow of innovation elements is the core. Through close coordination with the Shenzhen Park, HSITP is committed to facilitating the cross-boundary flow of people, capital, goods and data, providing enterprises with an excellent R&D and business environment. HSITP is poised to further harness the synergy between the two regions, deepen the integration of the I&T industry chain, and jointly promote the high-quality innovation-driven development of Hong Kong and the Greater Bay Area”.

Focusing on Platform Enablement and Global Service Connectivity to Deepen Cooperation
The Exchange hosted two thematic panel discussions, covering “Hong Kong’s I&T advantages and challenges, and a new paradigm for collaboration between the two regions under the strategic opportunities of the National 15th Five-Year Plan”, and “Unlocking the potential of Hong Kong’s major platforms and linking up international professional services to deliver two-way empowerment for the high-quality development of the I&T industries in both regions”. Participants exchanged views on how Hong Kong can better leverage its strengths in R&D, talent, capital, the rule of law and international networks; deepen cooperation with key regions including Beijing–Tianjin–Hebei, the Yangtze River Delta and the Guangdong–Hong Kong–Macao Greater Bay Area; and promote collaborative innovation, the commercialisation of research outcomes, and enterprises’ Go-Global initiatives.

Leveraging R&D and Go-Global Service Strengths to Promote I&T and Industry Collaboration HKPC is committed to driving the development of New Productive Forces through I&T, advancing new industrialisation and industrial upgrading, and deepening collaboration among Hong Kong, the Mainland and the global community in R&D, technology, platforms, application scenarios and enterprise “Go-Global” initiatives. As a member of the HKSAR Government’s GoGlobal Task Force, HKPC will continue to leverage “The Cradle – Go Global Service Centre” and its R&D strengths that bridge domestic and international ecosystems to help enterprises expand “manufacturing + services” Go-Global networks, promote efficient matching of innovation resources, accelerate the adoption and commercialisation of scientific and technological achievements, and foster coordinated development across industrial and supply chains. This exchange has facilitated resource matching and partnership discussions between the two regions, injecting new momentum into Mainland–Hong Kong collaboration in I&T and industry.
