HKPC Published Annual Report 2023-24 Features New Productive Forces Expedites the Development of Hong Kong into an International Innovation and Technology Centre

(Hong Kong, 14 November 2024) Hong Kong Productivity Council (HKPC) published its Annual Report 2023-24 (Annual Report) today, and it was tabled at the HKSAR Legislative Council on 30 October 2024. Themed “Feature New Productive Forces”, the Annual Report demonstrated that HKPC would continue to work with the HKSAR Government to promote New Industrialisation and New Productive Forces in Hong Kong, to expedites the development of Hong Kong into an International Innovation and Technology (I&T) centre. The Annual Report focused on the seven key services of HKPC, with presenting our provision of holistic support to local enterprises to upgrade and transform through applying advanced technology, nurturing Future Talent and utilising Government funding schemes to enhance the overall competitiveness of Hong Kong.

HKPC has been actively responding to the national and HKSAR Government development strategies, following the Two Sessions this year, a new productivity forces development strategy has also been formulated within the council. As a nationwide leader in innovative, market-driven research and development, specialising in leading technologies and all-rounded manufacturing services, HKPC develops new industries, new models, and new momentum through high technology, high efficiency, and high quality, promoting the upgrading and transformation of traditional industries while actively nurturing emerging ones.

Some major highlights of the achievements of the reported years are as follows:

  • Accolades: Attained 103 local, Mainland and overseas accolades in 2023;
  • I&T: Kickstarted 116 new R&D projects, over 90% of technical projects were commercialised;
  • New Industrilisation: Completed over 1,300 Smart Production projects in the Greater Bay Area, covering more than 40 industries;
  • SME Support:   
    • “SME ReachOut” served 14,000 individuals from SMEs, 30% more than last year;
    • Introduced measures to simplify the application procedures of Government funding schemes; With receiving 22,000 applications, HKPC has approved around HK$3.8 billion of Government funding within the reported year, 90% of them went to SMEs.

Over the past year, with the spirit of "Innovation Reshapes Everything“ HKPC established the "New Industrialisation Development Centre" and held the “Hong Kong Got Industries: Strategic Alliance Showcase” to jointly promote new industrialisation and the development of new productivity forces with the industry, meanwhile, continue assisting enterprises in upgrading and transforming by establishing smart production lines to enhance productivity. The intelligent manufacturing projects developed by HKPC have received international recognition again in 2023, Among them, three indigenous innovations stood out from nearly 400 global technologies or products and attained one silver and two bronze accolades at the 2023 Edison Awards. These projects include Manufacturing Optimisation in the Industrial Metaverse, Edge-AI Powered Multi-Sensor Aerial Inspector for Tunnel Surface system, and automatic intelligent system for production and packaging in traditional Chinese medicine.

HKPC values Future Talent, together with HKPC Academy (the Academy), we have delivered more than 1,000 FutureSkills training programmes, which attracted over 52,000 participants in total. Additionally, 130 TechED activities were held with more than 6,600 participants joined, including the Summer TechEd Fest. In 2023, HKPC has carried on with hosting the annual internship programmes to nurture I&T talent for Hong Kong, and organised field trips for interns to visits the new industrialisation projects in the GBA for the first time.

HKPC is committed to supporting SMEs, our “SME ReachOut” served over 14,000 individuals from SMEs through consultation and diverse services. As the secretariat for 10 Government funding schemes, HKPC has approved around HK$3.8 billion of Government funding within the year, besides, HKPC has also optimised funding application procedures with launching “The BUD Fund - Easy BUD”, a simplified application under the existing “the BUD Fund” and setting up Biz Expands Easy Square (BEE2) to provide an information exchange platform for applicants of the Government funding schemes, provide solutions to SMEs and startups to meet their specific needs.

Chairman TAN added that under the framework of promoting Hong Kong as an international I&T centre, HKPC will continue to deepen cooperation with local, Mainland, and international research institutions, at the same time enhance the commercialisation of technological achievements and provide international certification services, to “capitalise on Hong Kong’s strengths” in helping more enterprises “going global” and attracting foreign investment to “serve the country’s needs”.
