Guangzhou-Hong Kong New Quality Productive Forces Empowerment Center Officially Unveiled Empowering Guangzhou and Hong Kong Enterprises to Go Global Jointly Shaping a New Future of Quality Growth

(Hong Kong, 19 August 2026) The Guangzhou-Hong Kong New Quality Productive Forces Empowerment Center (the Center), jointly established by the Hong Kong Productivity Council (HKPC) and the Guangzhou Municipal Development and Reform Commission (Guangzhou GBA Office), was officially unveiled today. The unveiling ceremony was held in conjunction with the “Guangzhou-Hong Kong Forum: New Quality Future”, bringing together government and business representatives from Guangzhou and Hong Kong.

The event brought together government and business representatives from both Guangzhou and Hong Kong, officiated by Professor SUN Dong, JP, Secretary for Innovation, Technology and Industry of the HKSAR Government; Mr WU Sa, Director General of the Guangzhou Municipal Development and Reform Commission and the Guangzhou GBA Office; Hon Sunny TAN, BBS, Chairman of HKPC; Mr Mohamed BUTT, Executive Director of HKPC; and Mr CHEN Xu, Executive Deputy Director General of the Guangzhou GBA Office, marking the full launch of a physical service platform for cultivating and empowering new productive forces jointly developed by Guangzhou and Hong Kong.

At the event, the jointly established “Guangzhou-Hong Kong New Quality Productive Forces Empowerment Center” was officially unveiled, marking the full launch of a new collaborative platform in new productive forces for both cities. As a key carrier of strategic cooperation, the Center will elevate Guangzhou-Hong Kong collaboration from individual projects to regularised cooperation in industry and innovation, further unlocking the complementary advantages of both cities. The Center aims to support Guangzhou enterprises to leverage Hong Kong’s international platform to reach global markets, serving as a critical hub for their overseas development and injecting new momentum for high-quality growth in the region.

As a key vehicle for strategic cooperation, the Center will elevate Guangzhou-Hong Kong collaboration from a project-based model to a long-term and institutionalised platform for industrial and innovation cooperation, further unleashing the complementary strengths of both cities. The Center will support Guangzhou enterprises in leveraging Hong Kong's international platform to expand into global markets, serving as a strategic gateway connecting Guangzhou enterprises with the world and empowering high-quality development across the region.

Professor SUN Dong, JP, Secretary for Innovation, Technology and Industry, remarked at the event, “Hong Kong enjoys the unique advantage of having strong support from the Motherland while being closely connected to the world. With its robust research capabilities, diverse financing channels, mature business environment, and internationally aligned legal system and standards, Hong Kong is an ideal springboard for enterprises seeking growth and global expansion. Guangzhou, meanwhile, offers a solid foundation with a comprehensive industrial system, strong manufacturing capacity, and rich application scenarios, enabling enterprises to deepen and strengthen their development”. He hopes the Guangzhou-Hong Kong New Quality Productive Forces Empowerment Center can leverage the strengths of both places and play three key roles: deepening collaborative innovation between Guangzhou and Hong Kong, empowering enterprises with technology for upgrading and transformation, and helping businesses go global and expand into international markets.

Mr WU Sa, Director General of the Guangzhou Municipal Development and Reform Commission and the Guangzhou GBA Office, stated in his speech, “The official unveiling of the Center marks a new stage in the deep integration of technological innovation and industrial innovation between Guangzhou and Hong Kong, advancing towards a more platform-oriented, institutionalised and regularised model of cooperation. Leveraging this major collaborative platform, both cities will focus on “advantage stacking” to build a new bridge for sci-tech innovation; “four-chain integration” to create a new window for government-enterprise synergy; and “two-way empowerment" to establish a new cradle for enterprise development. Together, these efforts will inject renewed and powerful momentum into cultivating and strengthening new productive forces in both Guangzhou and Hong Kong.”

Hon Sunny TAN, BBS, Chairman of HKPC, added, “Since the signing of the Memorandum of Strategic Cooperation with the Guangzhou GBA Office this March, both teams have achieved remarkable progress in several cutting-edge fields within just five months. This year marks the launch of the nation’s 15th Five-Year Plan, which highlights the pivotal role of the GBA as a driving force for high-quality development and the integration of technological and industrial innovation. The official unveiling of the Center today represents not only a new achievement in Guangzhou-Hong Kong cooperation, but also an important starting point for jointly cultivating new productive forces. Looking ahead, HKPC will continue to uphold the principle of ’Leveraging Hong Kong’s Strengths to Serve National Needs’, fully utilising Hong Kong’s advantages as an international platform to help enterprises from both cities enhance their core competitiveness and expand into global markets, injecting new impetus into the high-quality development of the Greater Bay Area (GBA)”.

Moving forward, the Center will focus on bridging the end-to-end innovation chain from “R&D – Commercialisation – Application” between Guangzhou and Hong Kong, leveraging Hong Kong’s cutting-edge research and Guangzhou’s implementation strengths. Joint efforts will also be made to tackle technological challenges, establish joint platforms, and co-create industry standards in sectors such as life and health, AI, and advanced manufacturing, cultivating distinctive cross-boundary industry clusters. Through HKPC’s “The Cradle - Go Global Service Centre” and its signature “Six Tactics”, the Centre will provide comprehensive support to enterprises, including technology assessment, international certification, and overseas visits, while building cross-boundary collaboration networks. We will continue to drive nine key enablers: policy, technology, real-life scenarios, capital, supply chain, expertise, hub, openness, and reform, to foster industry upgrading and international growth in both Hong Kong and the GBA.

The thematic forum held alongside the unveiling ceremony, featured representatives from the Office for Attracting Strategic Enterprises (OASES), the Hong Kong Science and Technology Parks Corporation (HKSTP) and the Hong Kong Trade Development Council (HKTDC). Speakers shared insights into Hong Kong's strengths and resources in business establishment, research and development support, innovation ecosystems and financing opportunities, helping Guangzhou technology enterprises better understand how to leverage Hong Kong's platform to expand internationally and explore global market opportunities.

The event concluded with a business networking session, during which representatives from government agencies, institutions and enterprises from Guangzhou and Hong Kong engaged in in-depth exchanges and explored potential opportunities for future industrial collaboration.

Looking ahead, the Center will continue to integrate the resources and strengths of both cities, fully leveraging Hong Kong's role as a two-way springboard connecting the Chinese Mainland and international markets. By helping Guangzhou enterprises make full use of Hong Kong's international platform to connect with the world, the Center will facilitate the efficient flow of industrial and innovation resources, promote high-quality industrial integration and collaborative innovation across the GBA, and inject new momentum into regional economic development.
