(Hong Kong, 21 October 2026) Intellectual property (IP) financing in Hong Kong is gradually moving from policy exploration towards market application. The Hong Kong Technology and Innovation Support Centre (HKTISC), operated by the Hong Kong Productivity Council (HKPC), recently held its inaugural IP Symposium, “Unlocking the Value of Intellectual Property, Pioneering New Commercial Paradigms”, attracting over 100 representatives from the Government, finance, IP, valuation, professional services sectors, as well as innovation and technology enterprises. The Symposium focused on patent quality, IP valuation, financing and commercialisation, with a view to fostering cross-sector collaboration and unlocking the commercial value of innovation outcomes.
During opening address, Ms Vivian LIN, Chief Operating Officer of the HKPC, stated: “The National 15th Five-Year Plan calls for the development of IP finance, the establishment of a sound valuation system, and support for Hong Kong in building a regional IP trading centre. Hong Kong’s first Five-Year Plan and Policy Address also emphasised actively improving the IP financing ecosystem. HKPC will continue, through the operation of HKTISC, to promote relevant support services such as patent valuation and qualitative patent evaluation services, facilitate the effective connection between innovation outcomes and capital markets, accelerate the transition of IP from ‘creating value’ to ‘realising value’, and open up more financing channels and commercial opportunities for enterprises.”
Miss Helen CHUNG, Deputy Secretary for Commerce and Economic Development of the Commerce and Economic Development Bureau, noted in her address at the forum: “The Government will continue to adopt a multipronged approach. As these measures are progressively implemented and become increasingly mature, the local IP trading and financing ecosystem will become more vibrant and better enhanced, thereby consolidating Hong Kong's status and competitive edge as a regional IP trading centre.”
Meanwhile, Ms Ying-ying CHENG, Head (Banking Supervision) of the Hong Kong Monetary Authority, and Mr Leslie SHAY, Assistant Director of Intellectual Property (Patents & Designs) of the Intellectual Property Department, served as officiating guests. They shared the latest developments and policy directions regarding Hong Kong’s promotion of IP financing and value realisation from the perspectives of industrial development, financial regulation and IP management, respectively. The forum also featured two panel discussions titled “Building High-Quality Patents as the Foundation for Valuation and Financing” and “From Innovation to Capital: Practices and Prospects in IP Value Commercialisation”, as well as policy interpretation and industry sharing sessions. These brought together representatives from the IP, valuation, finance and innovation and technology sectors to exchange professional and practical experiences, and to explore development directions for enhancing patent quality, refining valuation mechanisms, and facilitating the connection between innovation outcomes and capital.
As Hong Kong’s first Technology and Innovation Support Centre established under the World Intellectual Property Organization (WIPO) Development Agenda, HKTISC provides services such as patent search, IP training and consultancy to start-ups, SMEs and innovators. To further support enterprises in realising the value of their IP, and with Government support, HKTISC has launched the two-year “Pilot Patent Valuation Support Scheme” (PVSS) and the “Qualitative Patent Evaluation Service”. These initiatives aim to lower the barriers to professional valuation for enterprises, enhance market recognition of the value of IP, and facilitate the monetisation and financing of IP.
The pilot scheme adopts a 1:1 matching grant model between the Government and eligible local SMEs. Each approved enterprise can receive a one-off grant of up to HK$80,000 to engage a qualified service provider to conduct a quantitative valuation of its patents and other IP assets. This provides enterprises with concrete asset data for reference when seeking credit financing, drives the realisation of IP value, and further enhances Hong Kong’s IP financing and trading ecosystem. As Hong Kong actively deepens the development of the regional IP Trading Centre, substantial progress has also been made in the city’s IP financing sector. The Government announced earlier that the first batch of seven pilot cases under the “Intellectual Property Financing Sandbox” had successfully completed credit approval. These cases span sectors such as electronics, construction, toy manufacturing and medical devices, and involve patents and trademarks, thereby accumulating practical experience for the further development of IP financing in Hong Kong.
Looking ahead, HKTISC will continue to align with national development strategies and the policy direction of the HKSAR Government, continuously improving IP support services, strengthening links between enterprises, professional services and the financial sector, and promoting the effective utilisation, commercialisation and realisation of value of IP, thereby helping Hong Kong to deepen the development of the regional IP Trading Centre.
