HKPC Appointed as Technical Consultant for Chun Yang International’s “NIFS” Project Establishing Smart EV Lithium Battery Black Mass Production Line Driving Hong Kong's Green Economy

(Hong Kong, 16 January 2026) – The Hong Kong Productivity Council (HKPC) is pleased to announce its appointment as a technical consultant for the “New Industrialisation Funding Scheme”( “NIFS”) project of Chun Yang International (HK) Company Limited (Chun Yang International), providing comprehensive smart manufacturing technology assessments and recommendations on establishing a fully automated electric vehicle (EV) lithium battery black mass production line. A signing ceremony was held at the HKPC Building, marking the strategic partnership between the two parties to jointly promote the development of Hong Kong’s battery recycling industry. The successful implementation of this project will not only drive the city’s new industrialisation development but also serve as a significant milestone in Hong Kong’s new energy and green transformation.

The HKPC will provide customised assessments and recommendations in areas such as production line design, technology integration, automation system deployment, and data analytics platform development. Leveraging its accumulated expertise in automation and advanced manufacturing, HKPC will co-develop a “visualised, digitised, and intelligent” smart EV lithium battery black mass production line with Chun Yang International. This initiative will enhance production efficiency and quality control while enabling the high-value reuse of battery resources, injecting momentum into Hong Kong’s green economy.

The production line is expected to begin trial production and operation in 2026. The estimated grant from the “NIFS” for this project is approximately HK$15 million.

Mr TSE Chin-wan, the Secretary for Environment and Ecology, stated that the national 15th Five-Year Plan highlights the pursuit of high-quality development. This includes guiding development by the new development concepts and developing new quality productive forces tailored to local conditions, ramping up green transition in all areas of economic and social development and building a Beautiful China. He said, “The smart EV lithium battery black mass processing line jointly established by HKPC and Chun Yang International will strengthen technology and capabilities of local battery recycling. This is precisely an example of Chun Yang International actively responding to the national and local development needs, seizing the opportunity to develop green industries, adhering to high-quality development, and guiding new quality productive forces development with new concepts. I wish the collaboration a successful implementation, so as to contribute and create strong impetus for growth on green development.”

Mr Mohamed BUTT, Executive Director of HKPC, said, “In recent years, the market share of new energy vehicles in Hong Kong has been increasing significantly. The city will face a growing need for recycling and reuse of power batteries in the future. HKPC has always focused on addressing business pain points and technology needs for industries. With our strong capabilities and extensive industry experience in green technology and new energy, we will support Chun Yang International in building the smart EV lithium battery black mass production line. This collaboration will help establish Hong Kong’s first dedicated smart factory for handling retired EV batteries, transforming retired batteries into valuable materials and filling a critical gap in the local new energy industry chain, thereby accelerating Hong Kong’s green transformation.”

With the support of various stakeholders, Hong Kong’s first EV battery recycling facility is now officially under construction. The facility will house Hong Kong’s first smart EV lithium battery black mass production line, serving as a strong testament to the city's achievements in new industrialisation. HKPC has extensive practical experience and technical expertise in the field of green technology. We believe this collaboration will inject professional momentum into the production line and help establish the facility as a model for promoting green innovation and the development of a circular economy in Hong Kong.”

HKPC has established a Circularity Research Centre dedicated to the development of recycling technologies. It has already developed a method for processing lithium battery black mass, enabling the extraction of high-purity raw materials for new battery production. Looking ahead, HKPC plans to deepen its collaboration with Chun Yang International to further explore the utilisation of lithium battery black mass, promote resources recycling, and contribute to a sustainable green future for Hong Kong.
