(Hong Kong, 10 September 2026) The Hong Kong Productivity Council (HKPC) and the Hong Kong Chamber of Commerce in Shanghai (HKCCC) today signed a Memorandum of Understanding (MoU) to establish a strategic partnership aimed at strengthening innovation and industrial collaboration between Hong Kong and Shanghai and supporting enterprises in expanding into global markets. Hong Kong remains one of Shanghai's largest sources of external investment, with nearly 33,000 Hong Kong-invested enterprises operating in the city. At the same time, Shanghai enterprises are actively investing and establishing businesses in Hong Kong, leveraging the city's international advantages to connect with global resources and expand into overseas markets. Building on the strong economic and commercial ties between the two cities, the partnership will further promote cross-regional collaboration in innovation, technology and industry development.
The MoU follows HKPC's recent establishment of the Hong Kong Productivity Council Yangtze River Delta Centre in Shanghai and the launch of the Yangtze River Delta-Hong Kong Joint Innovation Centre in collaboration with the National Innovation Center par Excellence (NICE). The collaboration marks another milestone in HKPC's strategic development in the Yangtze River Delta (YRD), extending its role from establishing innovation and enterprise service platforms to connecting business networks, market demand and industrial resources, thereby further strengthening the YRD innovation ecosystem and advancing Shanghai-Hong Kong industrial collaboration.
Advancing Business Collaboration and Innovation Partnerships in YRD
The signing ceremony was held at the HKPC Building. Witnessed by Mr Mohamed BUTT, MH, Executive Director of HKPC, and Mr Edward CHEUNG, Chairman of HKCCC, the MoU was signed by Mr Edmond LAI, Chief Digital Officer and Chief Executive Officer, Mainland Business of HKPC, and Mr Kenny WONG, Vice Chairman of the HKCCC, on behalf of the two organisations. Under the partnership, HKPC and HKCCC will establish an ongoing collaboration framework focusing on strategic growth sectors, including artificial intelligence (AI), advanced manufacturing, green technology and fintech. The initiative will facilitate business matching, technology collaboration and resource sharing, while creating new opportunities for enterprises to expand internationally.

By combining HKPC's expertise in technology solutions, commercialisation and enterprise support with the Chamber's extensive business network, we look forward to facilitating more innovation partnerships and business projects, helping enterprises unlock opportunities in both Hong Kong and the YRD and reach wider global markets."
Mr Edward CHEUNG, Chairman of HKCCC said, “Shanghai and Hong Kong each have distinct strengths. Hong Kong excels in R&D and international connectivity, while Shanghai and the YRD offer a comprehensive industrial ecosystem and strong market application capabilities. As HKPC further strengthens its service presence in the YRD, HKCCC will continue to serve as a bridge between enterprise needs and I&T resources, promoting reciprocal enterprise visits, technology roadshows and project matching, and helping more enterprises leverage Hong Kong’s platform to expand into international markets.”
The partnership will focus on four strategic areas to enhance the competitiveness of enterprises and support their international development:
HKCCC has long been an important supporting partner of HKPC in the YRD region. During both the 2025 China International Industry Fair and the 2026 World Artificial Intelligence Conference, the Chamber served as a supporting organisation for HKPC’s “Industry Network Clusters’ networking events, which focused on overseas expansion opportunities and the application of AI and robotics technologies. HKCCC helped bring together enterprises and institutional representatives from Shanghai and Hong Kong, effectively facilitating industrial resource matching and cross-sector collaboration.
Looking ahead, HKPC will leverage the Hong Kong Productivity Council Yangtze River Delta Centre as a regional hub and work closely with NICE and HKCCC to foster stronger business connections, technology partnerships, project collaboration and global expansion opportunities. Together, we will help translate innovation into real-world applications, support high-potential projects, and enable enterprises to leverage the complementary strengths of Hong Kong and the YRD to access both Chinese Mainland and global markets.
