HKPC Welcomes HKSAR Government’s Reappointment of Hon Sunny TAN as Chairman Seizing Opportunities under the Nation’s 15th Five-Year Plan to Advance Hong Kong’s High-Quality I&T Development

(Hong Kong, 24 July 2026) The Hong Kong Productivity Council (HKPC) welcomes the announcement made today (24 July) by the Hong Kong Special Administrative Region (HKSAR) Government regarding the reappointment of Mr Hon Sunny TAN as Chairman of HKPC for a further two-year term, effective from 6 August 2026. Mr TAN was first appointed in August 2022 and reappointed in 2024.

Over the past four years under the leadership of Mr TAN, HKPC has resolutely pursued reform and innovation. Aligning with national development strategies and the HKSAR Government’s policy directions, HKPC has fully leveraged Hong Kong's unique advantage of "enjoying strong support of the Motherland and being closely connected to the world." Beyond driving industrial upgrading and I&T development in Hong Kong, the Council has proactively mapped out its strategic alignment with the deployments of the nation’s 15th Five-Year Plan. With the support of the Council Members, HKPC has formulated six new development directions to chart the strategic blueprint for its future work, including Future Manufacturing Industry Development, AI+ Driven Innovation, AI Governance and Digital Security, Business Empowerment and Go Global, Smart and Green City Development, and Future Skills and Talent Development.

HKPC drives the upgrading and transformation of traditional industries while accelerating the development of emerging industries. By adopting a “tailored to local” approach to foster local new industrialisation, HKPC supports enterprises in establishing smart production lines in Hong Kong through the HKSAR Government’s "New Industrialisation Funding Scheme" and the "New Industrialisation Acceleration Scheme," underscoring the growth potential of high-value-added manufacturing and new productive forces in city. HKPC fully supports the HKSAR Government’s AI+ industry initiatives and actively participates in its "AI for All" initiative. Its self-developed "HKPC Picasso" platform assists small and medium-sized enterprises in developing and deploying AI solutions, facilitating AI-powered industrial upgrading and enterprise digital transformation. Additionally, HKPC is committed to fostering an innovative intellectual property (IP) ecosystem and has established Hong Kong’s first Technology and Innovation Support Centre (HKTISC), recognised by the China National Intellectual Property Administration (CNIPA) and the World Intellectual Property Organization (WIPO), to support the development of Hong Kong as a regional IP trading centre. Expanding domestic and overseas service networks, HKPC maintains close cooperation with State ministries, national innovation centres, and leading universities, expanding services across Chinese Mainland and overseas. As an integral member of the HKSAR Government’s “GoGlobal Task Force,” HKPC supports Chinese Mainland enterprises in leveraging Hong Kong’s international advantages for high-quality internationalisation through its “The Cradle – Go Global Service Centre,” while promoting Hong Kong’s technology, services, and brands worldwide.

Mr Mohamed BUTT, Executive Director of HKPC, extended his congratulations on Mr TAN’s reappointment. He commended Mr TAN’s visionary leadership and excellence in steering the HKPC toward remarkable achievements in research and development (R&D). Mr BUTT expressed deep confidence that under the leadership of the Council Members, HKPC will continue to align closely with national strategies and the HKSAR Government's blueprint. Centred around its six major development directions, the Council will advance R&D innovation and industrial empowerment, creating more opportunities for the nation and Hong Kong.
