(Hong Kong, 2 April 2026) Following the approval of the “Outline of the 15th Five-Year Plan” by the fourth session of the 14th National People’s Congress, Mr LEUNG Chun-ying, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), and President of The Hong Kong Association of Experts for Modernization, accompanied by Mr Raymond YIP, Vice President and Directors of the Association, visited the Hong Kong Productivity Council (HKPC) today. During the visit, they held in-depth discussions on how Hong Kong can leverage new productive forces to better align with and contribute to the national strategy. HKPC warmly welcomed Mr Leung’s visit, and greatly appreciated his inspection and guidance, which reflected his strong support for Hong Kong’s innovation and technology development and HKPC’s work.
Accompanied by Hon Sunny TAN, Chairman of HKPC, Mr Emil YU Chen-on, Deputy Chairman of HKPC, Mr Mohamed D. BUTT, Executive Director of HKPC, and other HKPC senior management, Mr Leung visited the Future Manufacturing Hall, the Low-altitude Economy Tech Hall, the Hong Kong Technology and Innovation Support Centre (HKTISC), the Advanced Materials and Intelligent Manufacturing Centre, and the National Engineering Research Centre Hong Kong Branch: Marine Eco-Tech Innovation, among other facilities. The delegation gained insights into how HKPC leverages forward-looking technologies to align with the “15th Five-Year Plan”, driving the intelligent and green transformation of traditional industries, enhancing the value of intellectual property, and supporting the implementation of emerging and future industries. As a member of the HKSAR Government’s Task Force on Supporting Mainland Enterprises in Going Global, HKPC also introduced "The Cradle — Go Global Service Centre" and its "6 Tactics to Go Global," which help high-quality products developed in the Chinese Mainland to go global through Hong Kong, leveraging Hong Kong’s international advantages.
The visit took place at a key moment, coinciding with the opening year of the “15th Five-Year Plan”. Mr Leung and HKPC management team held in-depth discussions on areas including deepening cooperation between Shenzhen and Hong Kong, AI and technological development, helping enterprises go global, and green energy. They discussed how Hong Kong can proactively align with national strategy, serve the country’s broader development objectives, and put forward clear directions.
Hon Sunny TAN, Chairman of HKPC said, "Mr Leung’s visit to HKPC during the opening year of the ‘15th Five-Year Plan’ is not only a strong affirmation of our work, but also a great source of encouragement for our future development. HKPC will uphold the principle of 'leveraging Hong Kong’s strengths to contribute to the national needs' and will proactively align with the ‘15th Five-Year Plan’. We will focus on deepening the integration of AI across industries, accelerating the development of new productive forces, speeding up Hong Kong’s new industrialisation, and supporting enterprises to go global. We will contribute Hong Kong’s innovation and technlogy strengths to the nation’s efforts in building a modernised industrial system and achieving high-level technological self-reliance and self-strengthening."
Looking ahead, HKPC will continue to align with the national strategies and the policies of the HKSAR Government, deepen collaboration across government, industry, academia and research, cultivate new productive forces tailored to local conditions, and actively expand collaborative innovation with the Chinese Mainland. In the new chapter of the “15th Five-Year Plan”, HKPC is committed to creating greater value for both national and the Hong Kong’s prosperity and development. HKPC looks forward to working with all sectors to develop Hong Kong into a world-class source of technological innovation and an international innovation and technology centre, contributing Hong Kong’s strengths to the country’s high-quality development.
