The Hong Kong Productivity Council (HKPC) is entrusted by the Hong Kong Council for Testing and Certification (HKCTC) to establish the Hong Kong Certification Scheme for Chinese Materia Medica (HKCSCMM). This initiative is supported by the CM panel team of HKCTC and is funded by the General Support Programme Scheme (GSP) of the Innovation and Technology Fund (ITF), along with sponsorships from the Testing and Certification and Chinese Medicine industries, under the supervision from the Project Steering Committee and the Enhancement Project Steering Committee.
This Scheme is a voluntary product certification scheme specially formulated for the certification of Chinese Materia Medica and decoction pieces commonly used in Hong Kong. It follows mode 1b under ISO/IEC 17067:2013, outlining specific procedures and requirements. With a series of certification activities—including management procedure audit, document reviews, on-site inspections, sampling, testing and result evaluation—this Scheme certifies that traders of Chinese drugs and herbs maintain a good quality management system. It also ensure that the quality and safety of the certified Chinese Materia Medica and decoction pieces comply with relevant standards and permissible limits by a third party accredited certification body.
