The Hong Kong Productivity Council: In Search of the Next Executive Director

The Hong Kong Productivity Council (HKPC) today (13 March 2006) announced that Mr. K K Yeung will retire from the HKPC on completion of his term of office on 31 August 2006. Mr. Yeung has served the HKPC since 1 September 2003 as Executive Director, with a mandate to reposition its business and to realign the organization accordingly.

The Chairman of the HKPC, the Honourable Andrew Leung, thanked Mr. Yeung for his contributions to the HKPC. During his tenure, the HKPC launched a comprehensive strategy for industry support to better meet the needs of industry, taking into account the economic transformation that Hong Kong has lived through and the challenges presented by China's accession to the WTO and the opportunities brought about by CEPA.

Mr. Leung further said that Mr. Yeung has played a pivotal role in leading the HKPC to further enhance the technology capability of Hong Kong's industries. Aside from having laid down the overall strategy for the business of the Council going forward, Mr. Yeung has made significant contributions to the HKPC business portfolio. These include the development of the automotive opportunity which would soon be supplemented by an Automotive Parts & Accessory System R&D Centre to be established at the HKPC. With a background in IT and logistics, Mr. Yeung has advocated strongly for the adoption of technologies by Hong Kong logistics service providers. A new logistics unit has also been put in place to support this important initiative. To promote the wider use of technologies by industries, he established HKPC Technologies Holding Ltd as part of a strategy for commercializing proprietary technologies developed by the HKPC. He has also initiated significant undertakings in collaboration with relevant agencies of the Singapore, Denmark and Guangdong governments to strengthen the competitiveness of IP (intellectual property) intensive businesses.

With the Council's clients being heavily Mainland based, Mr. Yeung has successfully negotiated and established three wholly owned HKPC subsidiaries and two joint venture operations on the mainland, laying a firm foundation for the effective delivery of support services to Hong Kong enterprises in the Pearl River Delta and beyond.

During his time at the HKPC Mr. Yeung has energetically promoted the concept of strategic collaborations through partnerships with other industry support organizations. Collaboration agreements have also been reached with relevant government departments and top research institutes in the Mainland and Hong Kong. Internally, he has successfully led the establishment of cross divisional collaborations by building teams of experts hand picked from different professional and technical disciplines to work seamlessly in assisting Hong Kong enterprises to deal with challenges of the transforming enterprises.

Recognizing that the main planks of his strategies are now firmly in place, Mr. Yeung is confident that the reorganized Council management has a clear direction and framework to complete the strategic repositioning program as adopted by the Council.

Mr. Andrew Leung said that Mr. Yeung had decided to retire after completion of his three-year contract with the HKPC. In paying tribute to Mr. Yeung, Mr. Leung added, "We respect his decision and all of us in the Council wish him every success in his future endeavours".

A search for a suitable candidate for the Executive Director post has commenced.
