HKPC and Canadian Government Sign Pact to Promote Energy Efficiency and Emissions Reduction

Hong Kong manufacturers in the Pearl River Delta (PRD) will have access to advanced environmental technologies developed by Canadian scientists, following the signing of a Memorandum of Understanding (MOU) between the Hong Kong Productivity Council (HKPC) and the Department of Natural Resources Canada (NRCAN) recently.

Under the five-year arrangement, HKPC and NRCAN will collaborate in technology transfer, particularly in the areas of energy efficiency measures and reductions in industrial emissions. Local environmental technology service providers and manufacturers will benefit from the collaboration.

Mr Tsang Kam-lam, General Manager (Environmental Management) of HKPC, identified industries using industrial boilers that consume the largest amount of energy among all systems as a potential major beneficiary of the collaboration. He said: “In the Mainland, industrial boilers consume about 400 million tonnes of coal , or one-third of the national total each year. Operational inefficiency further fuels the energy wastage problem. Also, since boilers emit lots of smoke, Sulphur Dioxide and Nitrogen Oxide, they are a principal source of air pollution which needs to be addressed urgently.”

HKPC consultants will go to Canada to acquire the latest environmental technologies developed by NRCAN. Mr Tsang said: “Breakthrough technologies such as advanced optimization of modelling of combustion process for industrial boilers will be available to significantly improve the energy efficiency for adoption by manufacturers and environmental technology service providers.”

He added, “Following the introduction of the Cleaner Production Partnership Programme in 2008, the signing of this agreement with the Canadian authority gives us an extra string to the bow in our continuous effort in tackling industrial environmental problems in the PRD.”

HKPC and NRCAN will also jointly organize technical training and work on collaborative projects related to clean energy technologies.
