Recycling Fund to Launch Theme-based Scheme

The Recycling Fund will assign $50 million for a solicitation scheme to encourage recyclers to use compactor trucks to enhance operation efficiency and to address the problem of high transportation costs for recyclables. The new initiative will be launched in the third quarter of this year.

The theme-based scheme is introduced in response to the needs and development trend of the recycling industry. In addition to the ‘compactor trucks’ theme, the Advisory Committee on Recycling Fund will continue to identify other solicitation themes and invite applications within a designated period.

Funding objectives, government policies, funding scopes, vetting procedures are some of the factors that determine the solicitation themes which will be launched once ready. In the meantime, another solicitation theme to boost IT adoption among recyclers in their daily operation is being considered.

Recently, the Committee also approved funding for 18 applications, involving a total sum of $5.5 million. To date, funding for 115 applications have been approved. Except those approved applications that were subsequently withdrawn, 89 projects are either in progress or ready to start. These include 82 projects under the Enterprise Support Programme, with 61 being Small-scale Standard Projects; and seven for the Industry Support Programme, bringing the total amount of funding approved of about $72 million.

The HKSAR Government launched the $1 billion Recycling Fund in October 2015 to provide funding support to enhance the overall capability, capacity, efficiency and skills of the local recycling industry, and to help develop the market for recycled products by providing more market information. It also aims to raise the quantity and value of recyclables, thus reducing the amount of waste disposed of at landfills.

The Recycling Fund comprises two programmes, namely Enterprise Support Programme and Industry Support Programme, to provide funding support to eligible enterprises and non-profit distributing organizations respectively. The Small-scale Standard Projects under the Enterprise Support Programme allow SMEs to submit applications, reports and apply for funding disbursement with simplified procedures. The Hong Kong Productivity Council (HKPC) is the implementation partner and secretariat of the Recycling Fund.
